Narrative (500 to 700 word narrative) Project Description and Justification

Southern Africa World Leisure Centre (SAWICE) is a knowledge institute which seeks to produce knowledge in the tourism and development field from Africa perspectives. The tourism and development landscape has been a scene of othering (Aitchison, 2003) and the institute seeks to promote the de othering process by producing knowledge from a non western perspective. SAWICE will carry out researches Southern Africa Development Community (SADC), in order to come out with new Knowledge, so as to craft environmental friendly policies (Milne & Ateljevic, 2001), (Ateljevic, 2005). The knowledge institute will contribute on the critical turn in the tourism field. According to Ayikoru and Tribe, 2007 critical turn is important because it allows diverse of ideas in the tourism field. This will enhance sustainable development in the region. SAWICE seeks to achieve the following objectives:

• To foster and encourage South/South Cooperation as well as South North Cooperation in knowledge production
• To encourage the exchange of best share practice in the region through publication of tourism and development materials.
• To challenge the present status quo that tourism /development is a western concept and confirm that tourism/development is an universal concept
• Research with a strong biases on the impacts (Tourism in SADC region) 2010 FIFA world cup schedule to hosted by South Africa

In summary SA WICE strives to the production of new knowledge in the tourism/leisure field in Southern Africa which promotes a culture of peace as well as to enable participants to gain employment and life skills in development work and be useful citizens in their communities and countries (Lipman, 2006) This will enhance sustained community development since peace is one of the pillars for community empowerment and development (Mowforth, and Munt, 2006)
Action Plan
The implementation of the project will take place in the following Phases. The first one being setting up an administrative office in Mutare for the community the second phase will be training of participants who will go back into their respective communities and have a multiplier effect in agitating other participants to join. The third phrase will be to consolidate our position by venturing in to strategic alliance with other players in this field such as World Leisure Centre of Excellence, Foundation for Leisure Centre of Excellence, Wageningen University and other Regional bodies and Universities.

Evaluation

Southern Africa World Leisure Centre project is going to be monitored by the National Council (SA WICE) and evaluation will play a very critical role in making sure that the aims, goals and objectives of the organisation are meant. Monitoring by a list of items related to the following categories will play a tremendous role for evaluating the project:
• Education: every 6 months, at least 20 participants from different parts of the region trained in sustainable tourism as well as writing scientific tourism articles for different journals in the field.
• Number of scientific articles produced and published
• Research in Tourism and development in the region
• Number of participants who will have participated in exchange programme in the region and beyond
• The number of researchers who will have penetrated the traditional tourism journal in the West.
Evaluation will be made possible by measuring the number of people trained as well as the multiplier effects in their respective communities. Peace is a prerequisite for tourism, so conflict transformation as well as a culture of peace will be mainstream in all our programmes. Research and reports that monitor and evaluate the project will to be carried out continuously
